The role
An exciting opportunity has arisen for a Team Leader – Rates Operations to join CBCity’s Rates Management Team. In this key leadership role, you will oversee the Senior Rating Officers and manage their day-to-day operational requirements. You’ll also play an integral part in supporting the Coordinator Rates with legislative responsibilities, ensuring processes are compliant, accurate, and efficiently delivered.
Working closely with the Team Leader Rates Processing, you will help guide the broader Rates Team to deliver high quality rating services that prioritise customer experience, uphold statutory obligations, and contribute to Council’s long term financial sustainability.
Duties will include but not be limited to:
- Leading, mentoring, and developing the Senior Rating Officers to foster a high-performing, customer-focused team culture.
- Assisting with rates modelling, setting ad-valorem rate, end of year rollover processes and levying of new year rates and charges.
- Managing the production of Rates & Charges Notice, including Instalment, Reminder and Supplementary Notices.
- Identifying, developing, communicating, implementing and reviewing policies and procedures that reflect industry best practices that support the Rates Team and the organisation.
- Evaluating systems and processes identifying opportunities for continuous improvement.
- Collaborating with government agencies and industry peers to fulfil Council’s rating obligations and requirements.
- Monitoring changes to regulatory and statutory rating requirements and advising the Coordinator Rates on the implications for the organisation.
- Ensuring compliance with the Local Government Act 1993, associated regulations, and Council policies relating to rates and charges.
- Building strong, collaborative working relationships based on credibility, trust and open communication.
- Promoting cross-training, knowledge sharing and continuous improvement within the team.
- Undertaking other relevant duties as directed by the Coordinator Rates.

You will have
- Proven experience in rates modelling, end of year rollover processes and rates levying
- Proven Rates leadership capability, including supervising, developing and motivating a diverse, multi-faceted Rates team.
- Demonstrated knowledge and practical experience in local government rating and revenue functions, including application of the Local Government Act 1993.
- The ability to interpret and apply relevant legislation, policies, and procedures.
- Demonstrated capacity to provide strategic support through financial analysis, forecasting, and contribution to long-term financial planning.
- Strong analytical, problem-solving and decision-making skills with meticulous attention to detail.
- High-level interpersonal, negotiation and conflict resolution skills coupled with a commitment to delivering quality customer service.
- Experience with INFOR Pathway and SharePoint systems (desirable).
- A current Class C NSW Driver Licence.
The salary range for this opportunity starts at $104,465 (Grade H, Step 1) + 12% super. Salary may be negotiable dependent on skills and experience.
