We deliver 28 key services such as childcare, waste collection, parks maintenance, libraries, community facilities and aquatic centres to over 380,000 residents.
The role
CBCity is looking for a Senior Strategic Planner – Urbanist to help create a beautiful and liveable city that our community loves.
In this key role, you’ll assess State Significant developments and rezoning proposals, contribute to planning and design policy, and support the ongoing review of Council’s planning framework.
You’ll bring strong technical expertise, a solid understanding of good design outcomes, and experience negotiating planning agreements that deliver lasting community value.
Duties will include but not be limited to:
- Develop, implement, and review Council’s planning policies, land use strategies, and planning instruments.
- Use technical expertise to solve complex planning and design challenges.
- Assess planning proposals and advise Council on their progression.
- Progress and assist with the preparation of Council initiated planning proposals.
- Lead the preparation and negotiation of Planning Agreements with applicants on behalf of Council for the best possible outcomes for betterment of Council and our community. Manage submissions and negotiations on complex State significant developments and infrastructure projects.
- Prepare consultant briefs and collaborate with multidisciplinary teams to deliver projects.
- Preparation and implementation of project plans to a lead multi-disciplinary team of Council staff to delivery projects.
- Improve urban planning processes and systems within Council.
- Engage with internal and external stakeholders and support community consultation activities.
- Review and verify planning certificate information before issuance.
- Ensure safe work practices and manage health and safety risks.
- Handle general correspondence and other tasks as required.

You will have
- Tertiary qualifications in town planning, urban design, or related built environment fields.
- Current Class C driver’s licence.
- Proven experience collaborating in teams to address complex strategic planning challenges.
- Strong knowledge of planning legislation, state policies, and planning instruments.
- Familiarity with planning processes, including local environmental and development control plans.
- Experience managing planning projects with diverse internal and external stakeholders.
- Ability to prioritise tasks, meet deadlines, and work within budgets.
- Understanding of State and local government, and private sector roles in planning.
- Proficient in electronic file management systems.
- Experience preparing, negotiating, and finalising Planning Agreements in government or private sectors.
Desirable, but not essential: qualifications or experience in Project Management, Urban Design, and/or Geospatial Information Systems (GIS) software. Experience working across both government and private sectors is also advantageous.
The salary range for this opportunity starts at $104,465 (Grade H, Step 1) + Super + Vehicle Allowance. Salary is negotiable dependent on skills and experience.
