The role
CBCity is seeking an experienced and visionary Executive Manager – City Plan and Infrastructure to lead the planning of long-term community outcomes and infrastructure and drive transformative projects that create lasting community impact.
Reporting directly to the Director City Future, this pivotal role will drive city-shaping initiatives across a range of key functions. These include integrated planning and reporting, citywide strategic planning for open space, catchments, recreation, biodiversity and transport, as well as asset and capital works planning, transformational capital projects, and oversight of the Project Management Office (PMO).

Duties will include but not be limited to:
- Oversee the coordination and delivery of Council’s Integrated Planning and Reporting (IPR) suite.
- Lead strategic planning for city outcomes across open space, catchments, recreation, biodiversity, and transport.
- Guide the planning and design of major city-shaping projects including public spaces and civic infrastructure.
- Oversee coordinated planning and long-term management of Council’s asset portfolio.
- Manage forward planning and budgeting for Council’s capital works program.
- Lead the Project Management Office (PMO) and champion continuous improvement initiatives.
- Balance and align diverse stakeholder expectations in a complex political and social context.
- Manage team budgets and projects, monitor outputs, take corrective action, and report progress to the Director.
- Ensure infrastructure projects delivered by City Assets meet strategic goals and approved outcomes.
- Collaborate as part of the Department’s leadership team to foster alignment, engagement, and service excellence.
- Represent and promote Council across community, business, government, and inter-agency forums.
- Build strong relationships with Councillors and State/Federal MPs to align aspirations with Council’s plans.
- Act as delegate for the Director City Future as required.

You will have
- Tertiary qualification in Urban Planning, Engineering, Asset Management, Public Policy, or a related field.
- Strong experience in developing and implementing strategic plans or policies that achieve long-term outcomes.
- Proven expertise in asset planning, including lifecycle management and infrastructure optimisation.
- Advanced critical thinking skills with the ability to translate complex data into actionable strategies.
- Demonstrated capability in budget development, financial management, and project delivery.
- Excellent interpersonal and communication skills for engaging with executives, elected officials, and communities.
- Experience leading multi-disciplinary teams and managing staff or contractors to achieve performance outcomes.
- Track record of leading change and delivering innovative business improvements.
- High-level written and verbal communication skills, including negotiation, consultation, and presentation.
Desirable criteria include a sound understanding of how strategic and asset planning support organisational goals, service delivery, and community outcomes, as well as knowledge of the Local Government Act and how local government operates.
Salary is negotiable dependent on skills and experience.
